Zülfiye Yılmaz

Zülfiye Yılmaz, graduated from Galatasaray University Faculty of Law in 2008. She obtained her LL.M. degree in Human Rights Master Program from Istanbul Bilgi University in 2011. Conducted research on decentralization reforms in member states of the Council of Europe at CRDT of the University of Reims-Champagne-Ardenne in France between 2014 and 2015. She obtained her Ph.D. in Public Law from Galatasaray University in 2018 with a dissertation titled “The right to local self-government in Turkey in the light of the European charter of local self-government”. Currently, She is working at Bilkent University Faculty of Law as an assistant professor of Constitutional Law and Equality Law. She’s also a member (substitute) of the Group of Independent Experts of the Congress of Local and Regional Authorities of the Council of Europe. Her research interests center around smart city practices and the appearance of new digital social contracts on the urban scale, governmental system, and its impacts on local self-government law in Turkey.
